Cyprus Property Buying Costs 2026 | VAT & Fees for UK Buyers
Cyprus Property Buying Costs 2026: VAT, Transfer Fees and the True Budget for UK Buyers
A €300,000 property in Cyprus does not always cost €300,000 to buy. Depending on whether you’re purchasing a new-build apartment, a resale villa, a permanent residence or an investment property, taxes and associated costs can differ by tens of thousands of euros.
For British buyers considering Paphos and the surrounding areas, understanding these costs before paying a reservation deposit is essential. At Harvey Property Group, we help UK buyers explore opportunities and understand the practical considerations involved in purchasing abroad.
1. New build or resale: why does it matter?
New homes sold by developers commonly attract VAT at the standard 19% rate. Eligible buyers purchasing a qualifying main and permanent residence may benefit from reduced VAT at 5%. Ordinary resale properties sold by private individuals are generally outside VAT, although Land Registry transfer fees may apply.
Cyprus updated rules relevant to when a building has been occupied for VAT purposes from September 2026, making systematic use for at least 18 months relevant to assessment. Do not assume a recently completed or little-used property is VAT-exempt merely because it is marketed as resale. Obtain transaction-specific advice.
2. How much is VAT on new-build property?
The standard Cyprus VAT rate is 19%. A taxable €300,000 new-build apartment would incur €57,000 VAT, bringing the total to €357,000 before legal fees, financing and other costs.
Reduced VAT is not automatic simply because a buyer is British, buying their first Cyprus property or purchasing directly from a developer.
3. Who qualifies for 5% VAT?
Reduced VAT may be available to eligible individuals purchasing or constructing a qualifying main and permanent residence, subject to conditions and approval.
Key general thresholds in the principal framework:
- First 130 m² potentially eligible for 5% VAT
- Value eligible for 5% VAT up to €350,000
- Maximum total qualifying buildable area 190 m²
- Maximum total qualifying property value €475,000
- Standard rate 19% for amounts outside qualifying relief
If a property exceeds the maximum eligibility conditions, 19% may apply to the whole taxable purchase, subject to exceptions and transitional provisions. The qualifying area may not match the area in a marketing brochure. Obtain a written calculation from a Cyprus tax professional.
For example, an eligible €300,000 apartment with 120 m² qualifying area and approved reduced VAT would cost €315,000 including 5% VAT, compared with €357,000 at 19% VAT: a potential difference of €42,000. These examples assume the stated rate applies to the full €300,000 and do not establish eligibility.
4. What if you later rent out or sell?
Reduced VAT is linked to qualifying main and permanent residence use, with a ten-year condition. If the property ceases to qualify during that period, a proportion of the relief may be repayable depending on the circumstances and exceptions. This matters if you later return to Britain or convert the property to a holiday let. Seek advice before claiming relief.
5. What are Cyprus property transfer fees?
Land Registry transfer fees apply when title is transferred, where the transaction is liable to them. Standard progressive rates are 3% on the first €85,000, 5% on the next €85,000 and 8% above €170,000. A 50% reduction generally applies to eligible transactions, subject to exceptions.
Illustration: On a €300,000 VAT-exempt resale property in one name, assuming the Land Registry uses €300,000 and the 50% reduction applies:
- First €85,000 at effective 1.5% = €1,275
- Next €85,000 at 2.5% = €2,125
- Remaining €130,000 at 4% = €5,200
- Total estimated transfer fees = €8,600
Actual fees can differ based on assessed value, ownership and the transaction. Check the Department of Lands and Surveys: https://portal.dls.moi.gov.cy/en/application_forms/polisi-antallagi/
6. Do you pay transfer fees on a new build?
Generally, where VAT was charged on the transaction and the required evidence is supplied, normal Land Registry transfer fees are not charged. Have your independent lawyer confirm the position for your purchase.
7. Has Cyprus abolished stamp duty?
Stamp duty on contracts signed on or after 1 January 2026 was abolished. Older contracts may still be subject to previous rules. The change does not remove VAT, transfer fees, legal fees or other expenses.
8. Comparing three €300,000 purchases
- Taxable new build at 19% VAT: €357,000 including VAT.
- Qualifying 120 m² main residence with approved 5% VAT: €315,000 including VAT.
- VAT-exempt resale with illustrative reduced transfer fees, one buyer: €308,600 including transfer fees.
These scenarios are not interchangeable, and all exclude other costs. The lowest purchase tax does not necessarily make the best investment.
9. Other costs to budget for
Independent legal fees: Appoint a Cyprus lawyer who acts solely for you and checks ownership, deeds, charges, planning permissions and the contract.
Mortgage and valuation: Allow for lender fees, valuations, insurance and any security registration expenses.
Currency exchange: Sterling-to-euro movements matter, particularly for staged off-plan payments.
Surveys and snagging: Inspect the condition and arrange independent snagging for new builds where appropriate.
Furnishing and setup: Confirm whether appliances, air conditioning, curtains and furniture are included.
Ongoing costs: Budget for insurance, communal charges, municipal charges, utilities, maintenance and pool upkeep.
10. Questions to ask before reserving
Request written confirmation of whether the price includes VAT, the applicable VAT rate, whether reduced VAT may be available, which measurements determine eligibility and whether transfer fees apply. Obtain a full schedule of legal, lender, developer and ongoing costs. For off-plan homes, check staged payments, construction protections and expected handover. Ask an independent lawyer to verify before signing.
11. Explore Paphos property opportunities

Frequently asked questions
Do British buyers automatically pay 19% VAT? No. VAT depends on the transaction and intended use, not nationality alone.
Can I claim 5% VAT on a holiday home? Generally not; the relief is for eligible main and permanent residences.
Do I pay both VAT and transfer fees? Normally not where VAT was charged on the same transaction and supporting evidence is supplied.
Is stamp duty still payable? Stamp duty was abolished for contracts signed on or after 1 January 2026.
Does buying property give me Cyprus residency? No. Ownership and immigration permission are separate matters.
Final thoughts
The advertised price is only the starting point. Understanding VAT, transfer fees and acquisition costs helps UK buyers budget accurately and compare resale, new-build and off-plan homes fairly.
